The
"Cost Effective Energy Efficiency Measures in the Russian Educational Sector" project aims to develop and verify replicable models for low-cost energy saving measures at Russian educational institutions.

United Nations Development Program/Global Environment Facility.The co-sponsors of the project are Russian Ministry of Education, NEFCO-Nordic Environment Finance Corporation, Norwegian Ministry of Foreign Affairs, regional and local administrations in the pilot regions and Russian higher education institutions.
Pilot regions in the project—Republic of Karelia, Archangelsk Oblast, Murmansk Oblast and Tver Oblast.
SUBPROJECTS:
- Energy Efficiency Education Program for the 8th grade of secondary school. A study course 'Energy Conservation', including a textbook, teacher's handbook and teaching aids will be developed and issued within the project. Education Program will be implemented as an optional but recommended subject.
- Sustainable Funding Mechanisms for Financing Energy Efficiency Measures in Educational Sector. Low-cost energy efficiency measures in 8 to 10 municipal schools and in four universities in the pilot regions will be implemented in order to achieve a decrease in energy consumption by 20-30 percent. Revolving funds will be established and their sustainability demonstrated by accumulating capital for financing subsequent energy efficiency projects.
- Capacity Building and Dissemination of Project Results. A program for training of trainers on project development, energy auditing and financial engineering will be implemented for university teachers and representatives from municipal, federal and non-governmental organizations in the pilot regions. An information system for supporting and replicating the results of the project through the network of University Energy Efficiency Centres and other interested institutions will be created.
