International Center on Energy Efficiency in the European North of Russia (hereinafter the International Center) operates within the framework of the Energy Saving Program launched and financed by Ministry of Education of Russian Federation (hereinafter the Energy Saving Program).

Petrozavodsk State University (hereinafter PetrSU) has been selected as a coordinator of the Energy Saving Program in the Republic of Karelia.

The International Center is nominated by the Research-and-Technical Council of the Energy Saving Program to be responsible for developing co-operation between Russian and Nordic institutions dealing with energy efficiency.

The International Center is being established as a department of North European Open University affiliated with PetrSU. Within the framework of the Energy Saving Program, International Center is responsible for assisting to Russian educational, research and other organizations interested in establishing and developing contacts with institutions and organizations from Nordic countries in the field of energy efficiency.

The major goal of the International Center's activities is to support creating of unified educational-and-research information space in the field of energy efficiency covering Nordic countries and Russia. The International Center acts in the following directions:
  • to search and collect information on energy efficiency in Nordic countries in the fields of education, research, technology and innovations;
  • to render assistance in establishing and developing international contacts in the field of energy efficiency between institutions and organizations from Nordic countries and Russia;
  • to assist in the transfer and dissemination of knowledge and experience on energy efficiency in the European North of Russia, in particular, and Russia as a whole;
  • to perform consultancy and other information services for Russian institutions and organizations on issues of preparing and implementing joint projects in the field of energy efficiency in co-operation with Nordic organizations;
  • to assist in arranging the training and re-training Russian staff in the field of energy efficiency with participation of foreign partners;
  • to help Russian organizations to find common interests and partners in Nordic countries for collaboration as well as funding for implementing joint projects.
The International Center invites for co-operation all organizations willing to set up and develop contacts with Russian side within the energy efficiency.
