Baltic Energy Efficiency Group

The Baltic Energy Efficiency Group was established following the decision of the Baltic Sea Countries' energy ministers and European Commission at the ministerial meeting in Stavanger 1 December 1998.

The group consists of governmental officials from all countries in the Baltic Sea Region (BSR), including European Commission. Poland and Denmark co-chair the working group.

The task of the group has been to assess energy efficiency options and potentials with a focus on combined heat and power and district heating. The assessment should include technologies, financing and legislation.

The group has performed a number of country studies and, in parallel, initiated that the International Energy Agency has elaborated a comprehensive report on energy efficiency in the BSR. At a seminar in Copenhagen 2-3 September 1999 representatives and experts from all countries have considered and discussed energy efficiency options, also identifying possible conclusions and suggestions.

The final reports and conclusions of the work has been drawn up by the chairmanship and are presented to the Steering Group of the Joint Energy Programme for the Baltic Sea Region.

Thus, the chairmanship has produced two documents:
  • a concluding paper with suggestions for co-operative actions to improve energy efficiency in the region, and
  • a background report summarising the group's studies and the seminar.
